                                                ПОЛОЖЕНИЕ О СОРЕВНОВАНИЯХ.

Racing Category:


1. Slalom: At Guan In Ting, Qing Row

2. Sprint: At Guan In Ting, Qing Row

3. Marathon: At Guan In


Athlete Qualification:


1. Professional: Those who had participated in 1997 till 2006 AWT Pro-Am, eligible of the PWA professional athlete qualification, or rank at the top three athletes of the elite group in Taiwan Cup are welcome to register.


2. Amateur: Those who enjoy this sport are welcome to participate.


Registration:


Due day: 17:00, November 3 2008.


Fee:  1. Professional:                   NTD 4500

        2. Amateur:                      NTD 3500

        3. Junior, Woman and Rookie group:  NTD 2500

        4. Those who in OD and RS-X group will be charged for NTD 2500 if they are not taking any of the previous mentioned groups

Athletes who pay the registration fee before 17:00 in 31 Oct 2008 will be privileged to deduct NTD 1000 from the original fee. That is for Professional: NTD 3500, Amateur: NTD2500, and the rest: NTD 1500. Please be advised to get the early registration benefit.


We provide every athlete dines (opening party, lunch and dinner during the tournament), apparels (rash guard, jacket and cap) as well as the insurance (for the convenience of the swift process, please register the tournament promptly.). We reserve the right for ONLY the athletes who apply this event and pay the regarding fee to enjoy the dinning and the farewell party with the special lottery opportunity


Aaccommodation and Equipment Delivery:


We provide the accommodation information for athletes, and deliver only sailing equipment for this event within Taiwan.

A. Professional:



B. Amateur Open: Man and woman category.(athletes born after Oct 31 1968)



C. Master Open: Man Category (athletes born before Nov 11 1968 and after Oct 31 1958)



D. Silver Master Open: Man Category (athletes born before Nov 11 1958)



E. Junior Open: age under 18 (born after Oct 31 1990)



F. Rookie Open: athletes who have never participated in any public windsurfing events such as AWF and Taiwan cup regardless of their age gender can register this category, however we have the right to decide the eligibility of the qualification of the athletes within this category.



G. One Design (OD) category



H. RS-X category



Equipment:



Slalom: except G and H category, we are open to all kinds of board and sail.



Marathon: the athletes in A, B(an exception women), C and D categories will take part in this race. For the rest of the athletes will be pending until the wind condition is permitted.



Sprint: we accept the on-the-spot registration



Sailing Rules



1.  RULES: The slalom regatta will be governed by the 1999 PWA Rulebook (except as any of these are altered by these sailing instructions) and by these sailing instructions. The rules will be implemented to the best of the organizers’ ability without prejudice to the spirit/tradition for which the event is organized. All situations to the contrary will be decided upon by the organizers of the event on a case-to-case basis.



2.  ENTRIES: Eligible yachts may be entered by completing registration with the organizing authority. A participant may use more than one shortboard and an unlimited number of sails.



3.  NOTICES TO COMPETITORS AND CHANGES TO THE SAILING INSTRUCTIONS/SCHEDULE OF RACES:



3.1     Notices to competitions will be posted on the official notice board located somewhere near the organizing committee’s camp.



3.2     Any charge in the sailing instructions will be announced and displayed in writing prior to the race so affected.



4.  SAFETY: All participants are requested to wear life jacket .



5.  SINGLES MADE ASHORE:



5.1     All heats will be listed on the Official Notice Board. Heat numbers will be displayed on the shore and water platforms.



5.2     The starting signal Sequence:



3 min. before Start: Red Flag up



1 min. before Start: Red Flag Down, Yellow Flag Up



30 sec. before Start: Yellow Flag Down



Start: Green Flag Up



5.3     End of Heat Signal: Green Flag Down



5.4     General Recall Signal (anytime after start): Red Flag up, Green Flag up



6.  SCHEDULE OF RACES (please see Notice Board): A race will be canceled if the wind is low, except if the leading racer has completed the final mark (is already on a tack to the finish line). A race will be started not less 2 minutes after the Race Cut-Off Time( see 11.1)



7.  THE COURSE AND MARKS:



7.1     The Course and Marks will be laid out by the Course Director and will be explained during the Skippers’ Meetings. (Please see official notice board for course diagram.)



7.2     The Start line should not be crossed either way at the 30-second signal.



8.  GENERAL RECALLS: After a General recall, sailors are to watch for the re-raising of the 3-minute flag. A new 3-minute signal will be called.



9.  PUMPING AND HITTING MARKS:



9.1     Pumping is allowed.



9.2     Marks may be touched except for the buoys designating the start and finish gates.



10.      PREMATURE STARTS: Racers over the line before the start will be disqualified from the heat.



11.      TIME LIMITS:



11.1 RACE CUT-OFF TIME: Yachts finishing more than 2 minutes after the first overall finisher of a race will be scored “Did Not Finish.” Green flag will be brought down to indicate Race Cut-Off Time.



11.2  LODGING OF PROTEST CUT-OFF TIME and RETIREMENT CUT-OFF TIME: These cut-off times are equivalent to Race Time Limit plus 15 minutes. (Please see Notice Board for cut-off time of each heat.)



12.      PROTEST PROCEDURES:



12.1 Protests should be lodged with the Race Director(RD) or Asst. RD with a protest fee of 1000 NTD before the Lodging of Protest Cut-Off Time.



12.2 Completed protest forms shall be submitted to the RD or Asst.RD as soon as possible before the sailor’s next race or re-grouping: or, in the case of the last race of the day, within 30 minutes after the Race Time Limit (see 11.1) of the race involved.



12.3 The protest committee will hear protests in approximately the order of receipt as soon as possible.



12.4 The protest committee will not entertain any verbal discussion or clarification on any protest



12.5 Decisions of the protest committee will be final.



13.      SCORING:



13.1 The Low-Point Scoring System, Appendix 5.2 of the racing rules will apply. (0.75demerit points for first placers, the rest are scored by rack. DNF, DNC, etc. = number of racers in heat + 1 )



13.2 The racers should leave the starting area 2 min. after the start signal, the score will be DNS = number of racers in heat + 2)



13.3  Minimum of 3 races to complete a group series, no throw-away. If more than 3 races are run, throw-away worst score.



14.      SINGLE ELIMINATION SYSTEM FOR CLASSES WITH MORE THAN ONE GROUP:



14.1 A group will have a maximum of 16 sailors.



14.2 Each group will run 6 heats. Scores are totaled throw away worst score.



14.2.1            For classes with only 2 groups, the top 7 are qualified for the finals. Rest are eliminated.



14.2.2            For classes with 3 groups, the top 5 are qualified for the finals. Rest are eliminated.



15.      PENGHU CUP FINALS



15.1 The top racers of each class (number depending on number of racers in class) will compete for the Penghu Cup by racing 6 heats, throw away worst score.



15.2 Winner’s name will be engraved on the Penghu Cup



16.      ALTERNATIVE PENALTIES



16.1 A sailor intending to retire after finishing a race must inform the Race Director or Asst Race Director before the Retirement Cut-Off time of the race involved.



Safety:



We suggest all athletes wearing wetsuits and life jackets for their own safety. ROC coast guard, Penghu fire department and multiple organizations will be allied to support every participant’s safety. We also provide the insurance for everyone in concern.
